Roo was the perfect pick as queen consort, for he is largely submissive to her and obedient to her every whims. He is also entirely disinterested in her romantically, as Roo has never been attracted to women: but they're on even ground, as she feels the same towards him. Roo balances out the queen's more aggressive tendencies. He is slow to anger, quick to forgive. He keeps an open mind almost to the point of gullibility, and is eager to give someone as many chances as they'd like. He never argues against his queen, not even in private: he defers to her judgment in all things, for it is, after all, her kingdom. Roo has no real interest in being king, and is relieved that if the queen ever died he would be moved to a more figurehead position to make room for the next one. He is not harsh enough to make a proper ruler, and the people know this. If they want something they fear the queen will not give, they approach Roo.
When the queen came to him with the idea of marriage, Roo was initially reluctant; he had no real desire for it, for the power and the attention and everything else. But the queen explained to Roo that he would be present only as a sort of cover for her, to allow her an alias whenever she needed one, and Roo, who is notoriously selfless, could not help but say yes. He is constantly optimistic and regularly in a good mood, and he has a soft spot for sweets and candies whenever he's not. He's largely isolated in the castle; if he is not with the queen, he is regularly only with his stoic guards. The queen is an intimidating woman, and protective of her family and "toys", and the kingdom knows this. They mostly leave him be when he was without her, for fear that assumptions would be made somewhere down the road. This has made Roo somewhat desperate for companionship, and forced the queen's hand into spending more time with him. They have become friends over their faux marriage, and she is affectionate towards him in public now.
