Despite Tolliver's deceptively sweet face, the man is a force to be reckoned with. Tolly has been involved in spykeeping since he was a child, and he has never outgrown his fascination for it. He has honed his abilities to lie to precision that is startling, and he can as easily shed one disguise for another as someone else might swap coats. He has a wide-eyed innocence to his naturally cherubic face that gets him into places his tongue otherwise couldn't, and he's never shy about using it. There is also something to be said for his perpetual exhaustion; it softens the harsher lines of his face, draws him to endearing yawns. If you have not seen Tolly in action before it is difficult to imagine him as someone intimidating, especially if you first encounter him when he is already half asleep. He's generally in a tolerably good mood, though has a stubbornness to him that will rouse him to arguments just for the sake of a good row. He is usually quiet, selective with his friends and company, and cautious in everything he does.
As he runs the majority of the goings-on in Rossore's capital, Tolliver has become something of a staple at the castle. Everyone is at least passably familiar with him, and most have learned when his temper is a front and when it is genuine. While he is often annoyed he is rarely truly angry, and only reluctantly yells. He is naturally cynical; whether this is due to his long career as the spymaster or due to natural affliction is unknown. He always takes everything with a grain of salt and encourages those around him to be more suspicious. He is definitely that person that looks a gift horse in the mouth, simply because he doesn't believe in a gift that is given without strings. Tolliver doesn't manage to maintain many friends, largely due to his flexible and unending hours and his sheer exhaustion. Calliope and Orpheus are notable exceptions. He is softened only around them, and gentle over to the latter.
